Overview
"Maccabi Healthcare Services" (formerly known as Maccabi HMO) is one of the four HMOs operating in Israel. Founded in September 1940, Maccabi began providing medical services in August 1941.
Today, "Maccabi Healthcare Services" boasts more than 2.6 million members and is recognized as one of the most influential institutions shaping Israel's health system. Maccabi provides its members with top-tier medical services, emphasizing holistic health, promoting preventive health and medicine, and upholding the founders’ core values of free choice, medical quality, balanced economics, and efficiency.
In recent years, we've observed rapid changes in the healthcare landscape, including shifts in concepts of health, advancements in technology, regulatory changes, and more. In response to these changes, Maccabi's mission to to be a leading health organization in a dynamic environment, shaping the future of medicine for the holistic well-being of Maccabi members.

80 Years of Excellence and Quality Service
Upon its establishment, the "Maccabi HMO" comprised ten doctors and several dozen members. Among the fund’s founders are Dr. Felix Theilhaber, Dr. Ernst Freudenthal, Peretz Bernstein, Uri Nadav, Dr. Avigdor Koren, George Flesh, Dr. Eliahu Sedgar, Hananya Berger, Dr. Moshe Harnik, Dr. Eliezer Ludwig Lehrfreund, Dr. Robert Atlas, Felix Scheiniak, Arthur Rosenberg, Fritz Levinzon, and Dr. Herman Lelewer. Most of
them were doctors, while others were managers and finance professionals.
The founders were led by two co-directors: Dr. Felix Theilhaber, a visionary and advocate, and Dr. Ernst Freudenthal, a leader who put ideas into motion. Dr. Theilhaber served as the HMO's chief physician and board chairman until his passing in 1956. Dr. Freudenthal led the HMO as CEO and later as board chairman until his passing in 1982.
The late Mrs. Sarah Doron, who served as a Knesset member and minister, dedicated many years to Maccabi, prioritizing members’ wellbeing and health. She was elected as Maccabi board chairman. In recognition of her significant contributions, upon her retirement in July 2010, she was named "Honorary President" of the HMO. She retained this title while continuing her involvement at Maccabi until her passing.
To fill the chairman role until a permanent replacement is selected, Maccabi management appointed Prof. Moshe Rouch, a distinguished professor of medicine. Prof. Rouch has extensive experience in healthcare systems, as he previously served as the chief medical officer and director of Rambam Hospital in Haifa.
Maccabi doctors from Central Europe introduced liberal approaches, focused on allowing members the freedom to choose doctors and institutions. This operating method was based on a limited, salaried workforce and independent doctors compensated by appointment volume. Medical care at Maccabi is guided by several principles, with the primary goal being to deliver public healthcare at the level of private medicine. Members have direct access to advanced health services provided by top-ranking doctors.
Since 1995, Maccabi has operated under the State Health Insurance Law. The insurance premium rate is determined by law and collected by the National Insurance Institute. Maccabi's governing committee comprises highly qualified leaders, le chosen in elections held every four years. All Maccabi members have the right to vote and stand for election.

Sigal Dadon Levi - CEO of Maccabi
CEO since August 2021.
She began her career with the organization in 1994 and has since held several senior positions, including head of the service and marketing department, head of the Sharon district, and head of the operations division.
She successfully led the Covid-19 vaccination campaign, positioning Maccabi at the forefront in this area.
Dadon Levi is a board member of the Government Companies Authority and has served as a director for both "Trans Ayalon" and "Trans Israel".
Sigal holds a master's degree in public administration, a bachelor's degree in law, and a bachelor's degree in humanities and social sciences. She lives in Tel Aviv with her husband Yoni and their twins, Amit and Noa.
Dadon Levi advocates excellence as a way of life, values leadership, partnership, and uncompromising achievement. She believes that Maccabi's doctors, managers, and employees are the anchor and strength of the organization, emphasizing that everyone's partnership strengthens the strong Maccabi spirit.
As CEO, she aims to continue Maccabi's tradition of excellence and pioneer innovative initiatives
to explore new frontiers amidst dynamic realities and future challenges.

Ran Saar (Sahar) - Chairman of the Maccabi Board of Directors
Ran Saar (sahar) has been the Chairman of Maccabi Healthcare Services since 2021.
He also serves as Chairman of the Executive Board at Assuta Ashdod Public Hospital.
Ran Saar (sahar) joined Maccabi Healthcare Services in 2001, initially serving as Head of the Sharon District and later as Head of the Central District. In 2011, he was appointed CEO, a position he held until 2021.
Before joining Maccabi, Ran Saar (sahar) spent about 24 years in the security sector, holding various senior positions.
Ran Saar (sahar) graduated from the National Security College and holds a Master's Degree in political science from the University of Haifa. He lives in Ra'anana, is married to Iris, father of four sons and grandfather of four.
Maccabi's code of ethics
Maccabi Healthcare Services operates a statutory ethics committee in compliance with the Patient's Rights Law of 1996. The committee assists Maccabi members and medical staff in resolving moral dilemmas related to medical treatment.
The committee is legally authorized to discuss and decide on the following issues:
- Providing medical treatment to a patient who refuses treatment.
- Withholding medical information from a patient upon their request.
- Withholding medical information necessary to obtain the patient's consent for treatment.
- Disclosing a patient's medical information to protect another person's health.
- Providing a patient's genetic information to treat a relative of the patient.
Additionally, the committee serves as a forum for discussing and providing advice to caregivers in cases involving complex ethical dilemmas concerning medical care for Maccabi members. The ethics committee convenes whenever a request suitable for discussion is brought before it.
Who can submit an application to the ethics committee?
committee can be made by the patient, the therapist, or another relevant person, depending on the subject of the application:
- Refusal of treatment: Therapists, patients, family members, or close friends can submit applications on this subject.
- Withholding medical information or medical record from a patient: The patient will submit the application.
- Disclosing a patient's medical information to another party: any interested party can submit applications on this subject.
How is an application submitted to the ethics committee?
- First, the request must be submitted to the risk management department, which will review and decide if it warrants discussion by the ethics committee. The application can be submitted to the email address m_sikunim@mac.org.il.
Please note, public inquiries must be sent only through The Public Inquiries Form - If approved by the risk management department, the application will be forwarded to the committee chairperson, who will determine if convening the ethics committee is necessary.
- Once the decision to convene the committee is made, a discussion date will be scheduled. The committee may summon the patient, therapist, and other relevant parties to the meeting.
- The committee will communicate its decisions in writing to the applicant and other relevant parties as needed. In the following cases, the committee will decide within 48 hours from receiving the application:
- Providing medical treatment to a patient against their will
- Withholding medical information necessary for informed consent
In other matters, the ethics committee will decide within 30 days of receiving the application, unless the chairperson calls for an expedited discussion due to urgency. - The therapist will update the committee on the patient's treatment progress.
