The "Well Come" Plan provides medical services to returning residents subject to the mandatory waiting period, as well as to all those not covered by the National Health Insurance Law who are staying in Israel legally, such as:
Tourists, diplomats, foreign citizens, and foreign students.
Those who are staying in Israel legally, but do not wish to receive residency status from the National Insurance Institute.
Family members of Israelis who have not received residency status.
Citizens who have lost their residency status (due to an overseas stay).
Children brought to Israel for adoption who have not yet received an Israeli ID.
Israeli citizens to whom article 58 of the National Health Insurance law applies, and who are subject to the mandatory waiting period.
Membership of the "Well Come" Plan is not limited by age. Membership is subject to medical approval and the Plan's conditions, as detailed below.
The Plan includes a wide variety of medical services that are only available to members when they are in Israel.
Returning residents who are subject to the mandatory waiting period according to Article 58 and who have joined the "Well Come" Plan will be eligible to receive medical services during stays in Israel and from the day they return to Israel until they regain their rights under the National Health Insurance Law.

Article 58, National Health Insurance Law

According to the amendment of Article 58, an Israeli resident who returns to Israel after an overseas stay of two or more years after March 1, 2001, and who has not paid health insurance fees to the National Insurance Institute, or whose fees have been overdue for more than 12 months, will lose his right to receive medical services in Israel. In addition, Israelis living overseas who have lost their residency status in Israel and later return to live in Israel and are acknowledged as Israeli citizens by the National Insurance Institute will not be eligible to receive medical services in Israel under the law.
In order to regain eligibility to receive medical services, those who left Israel after November 1, 2008 must undergo a waiting period of one month for every year spent outside Israel. For those who left before this date, the waiting period is two months for each year of absence. A year of absence from Israel is defined as a year in which at least 182 nonconsecutive or consecutive days were spent outside Israel. The minimum waiting period is two months, and the maximum period is six months. There is also an option to eliminate this waiting period by making a special payment to the National Insurance Institute and to receive medical services immediately upon making this payment.
Those subject to the waiting period are determined by the National Insurance Institute, and this information is passed to the health funds.
